backcompat failure seems to be due to #4938

• Smoke tests failing:
  • tests/smoke_tests/test_cluster_job.py::test_multi_echo --azure
    • Passed after quota bump + retry.
  • pytest tests/smoke_tests/test_mount_and_storage.py::test_docker_storage_mounts --kubernetes
    • Fixed in [Azure] fix multiple blobfuse2 mount on kubernetes #5308.
• Release stress tests failing with buildkite agent failures (Exited with status -1 (agent lost))
  • @zpoint has adjusted buildkite timeout, working now.
  • Some test issues with Spot launch A100 on AWS, Fixed by @cg505 by switching the test to on-demand H100s- thank you!
• Back compat tests failing
  • This is related to the previous releases not having [deps] pin ibm-platform-services to >=0.48.0 to work around issue #4939. Decision is to run back compat tests manually for this release. Shouldn't be a problem in future releases.

Issues identified in this rc have been fixed as of 2f7f792. Closing this PR to create a new rc.
